The Democracy for the Citizens Party has pulled off a landslide win in Kenya’s Ol Kalou parliamentary seat. The Ol Kalou by-election victory is a rare defeat for President William Ruto’s ruling party in a region it once controlled almost completely. It also raises fresh questions about his path to re-election in 2027.
The Independent Electoral and Boundaries Commission declared Sammy Kamau Ngotho, also referred to in official documents as Sammy Douglas Kamau Waweru, the winner of the July 16 vote. Capital FM Kenya reports that he garnered 35,440 votes. His closest rival, United Democratic Alliance candidate Samuel Muchina Nyagah, managed just 5,450. Jubilee Party’s Wilson Kigwa finished third.
The seat had been vacant since the death of MP David Njuguna Kiaraho in March 2026. Nine candidates originally lined up for the contest. The race narrowed early into a two horse fight between the ruling party and the opposition. By the time polling closed, the Ol Kalou by-election victory for DCP looked emphatic rather than marginal.
Deputy President Kithure Kindiki conceded defeat before the final tally was even announced. Kahawa Tungu quotes him describing the outcome as a levelling of the score between the Kenya Kwanza Alliance and the opposition. He pointed out that UDA had already won the Mbeere North by-election back in February. He called the tally “1:1”.
Kapseret MP Oscar Sudi, a senior UDA legislator, also congratulated the winner. He praised Nyagah for what he called a spirited campaign. The tone from government figures was measured. It was a sign that the Ol Kalou by-election victory had already registered inside Kenya Kwanza circles before results were finalised. Few within the ruling party disputed the scale of the loss once it became clear.
Former Deputy President Rigathi Gachagua, who now leads the Democracy for the Citizens Party, framed the win as vindication. Capital FM Kenya reports that he thanked Ol Kalou residents for rejecting what he termed intimidation and inducements. He told them they had refused to sell their birthright.
For Gachagua, impeached by parliament in October 2024, the Ol Kalou by-election victory is the first electoral test of the political movement he has built since leaving office. It gives him a stronger claim to speak for Mt Kenya heading into 2027. It also hands his party a result it can point to whenever its strength is questioned.
The numbers explain the anxiety inside State House. Daily Nation reporting shows Ruto secured close to 87 per cent of the Mt Kenya vote in the 2022 general election. That bloc was central to his win. Relations between his administration and sections of the region soured sharply after Gachagua’s impeachment. Ol Kalou was widely billed as the president’s first major electoral test in Mt Kenya since that rupture.
A UDA win would have let Ruto argue his support in the region remained intact despite the turbulence. Instead, the Ol Kalou by-election victory for DCP suggests at least part of that base is willing to back the opposition, even in a constituency the government contested heavily.
Political analyst Javas Bigambo told Tuko.co.ke the Ol Kalou by-election victory would demonstrate how fiercely UDA and DCP intend to fight over Mt Kenya. Fellow analyst Lumala of Moi University said the stakes were high. He explained that the government did not want to enter the 2027 general election bruised, and that Gachagua did not want his campaigning to look wasted.
Laikipia East MP Mwangi Kiunjuri, quoted by Daily Nation, said a UDA loss would demystify claims about DCP’s popularity. He added that it could push more leaders to defect towards the opposition for their own political survival. That defection risk is precisely why the Ol Kalou by-election victory is being read well beyond Nyandarua County. Both camps are already recalculating their numbers for 2027.
Sammy Ngotho used his inaugural address to send what Kenya Times described as a blunt message to the president. He called the government “whitewashed” and pointed to deep frustration among Mt Kenya voters. Such remarks from a newly elected MP, delivered within hours of his win, are unusual. They reflect how personal the contest had become for both sides.
Some claims around the Ol Kalou by-election victory remain unverified. Daily Nation has flagged an ongoing Ethics and Anti-Corruption Commission probe into allegations of voter bribery during the campaign. No findings have been published. AfricanQuarters is treating these allegations as developing and will update coverage once the commission reports.
Kindiki’s own “1:1” framing, weighing UDA’s February win in Mbeere North against DCP’s win in Ol Kalou, suggests neither camp yet has a settled claim over Mt Kenya. What the Ol Kalou by-election victory does confirm is that the region is contestable again. Both Ruto and Gachagua now have concrete evidence to take into their respective camps ahead of the 2027 presidential race.
